Trading for the benefit of the community

I invest a lot of my time picking up litter around neighborhoods and doing educational programs at schools. I would like to set up an account for each neighborhood organization that gets served. The idea being- Individuals that are unemployed or available to perform service for the community can feel empowered to go out and do it. There will then be a record of time spent building the community up. Individuals can thereby build credit for time spent and maybe one day they will be able to cash in for rent, food, or favors from residents in the service areas.
